RUSSIA AND THE WORLD AFTER THE GLOBAL CRISIS

«Political and Economic Aspects of Modern Global Crisis»

Today practically all available versions of the etimology of the modern economic crisis are limiting it either to purely economic reasons (poor management of major investment banks, lack of proper state regulation of banking industry even in the most developed countries), or to purely political reasons (overwhelming expenditures of the US for maintaining political stability, impossibility of the US economy to take responsibility for the stability of the world economy in general, which is definitely a political issue). We suggest to evaluate one more aspect of the crisis, which has not been analyzed in the modern expert discourse. This aspect is the semiotic aspect of crisis, primarily the semiotic function of money and relation of this function to the political system of society.

The problems, related to the money theory, have always been in the spotlight of attention. Practically all significant economists of the XX century have contributed to the discussion of this issue. Kaynes, fon Hayek, Galbright and many other economists have debated this issue.

Despite the overwhelming number of publications on this focal aspect of economic theory, several simple questions have remained obscure.

Notwithstanding the variety of ideas, modern economic theory does not attempt to answer the question of how borrowing increases the general volume of money. Formal descriptions of this phenomenon abound, however, we believe that is necessary to outline a concrete model of how borrowing leads to the increasing of general monetary mass. This question will be the focal issue of debates at this Section.
